CBO Analyzes American Rescue Plan Coverage Expansions

On February 15, 2021, the Congressional Budget Office (CBO) released analyses of the COVID-19 relief proposals from the Ways and Means Committee and the Education and Labor Committee of the U.S. House of Representatives. Under these proposals, Congress would temporarily subsidize COBRA coverage and dramatically expand subsidies under the Affordable Care Act (ACA). The ACA-related components of the Ways and Means proposal would extend coverage to about 800,000 uninsured people in 2021, 1.3 million uninsured people in 2022, and 400,000 uninsured people in 2023. When combined with the ACA changes, proposed subsidies for COBRA continuation coverage would extend to about 600,000 uninsured people. This post summarizes the CBO’s analysis of the proposals’ coverage-related provisions.
